Good signs include human editing, clear selection standards, a specific subject or region, recent updates and a design that real users would find useful. Warning signs include accepting any site instantly, hundreds of unrelated categories, pages packed with ads and offers to sell ranking links.
If a directory charges, the fee should be for editorial review, not for a guaranteed link that passes ranking value, as paid links of that kind should be marked sponsored or nofollow. Treat PA, DA and spam score as rough third-party indicators, not proof of quality.
